A born leader, Jack Carroll displayed his exceptional talents in every position he occupied. While serving as agricultural representative in Peel he realized the possibilities of Alfalfa and vigorously promoted its production for both forage and seed. Soon that county became recognized as the Alfalfa centre for Ontario. At his instigation, the Peel Seed and Feed Co-Op was formed, primarily to merchandize Alfalfa seed, but later to service the farming community.
Promoted to Agricultural Headquarters at Queen’s Park in 1924, he served in many capacities – first as assistant director of the Agricultural Representatives Branch, later as director, Crops, Co-operation and Markets Branch, followed by director, Agricultural and Horticultural Societies Branch and finally as Assistant Deputy Minister of Agriculture.
He will long be remembered for his association with plowing matches. Aside from directing the activities of the provincial match, he played a leading role in organizing the Canadian Plowing Council, and eventually, the World Plowman’s Association. In recognition of his efforts he was elected the first president of the world organization and presided over the first world match, which was held near Cobourg, Ontario in 1953.
Jack Carroll took an active part in the affairs of many organizations in his hometown of Brampton, particularly the hospital board, the Chamber of Commerce and the Planning Board. Of him it can be said that he was one of those rare, public-spirited individuals, who throughout his lifetime, gave unstintingly of his talents in the service of his community and his country.

qu’il occupait. Lorsqu’il était conseiller agricole de Peel, il a réalisé toutes les possibilités
commerciales de la luzerne et a encouragé vigoureusement sa production comme plantes
fourragères et pour la semence. Rapidement, ce comté a été reconnu comme le centre de la
luzerne de l’Ontario. Sur son instigation, la semence Peel Seed and Feed Co-Op a été établie,
principalement pour vendre les graines de luzerne, mais plus tard pour desservir la communauté
agricole.
Promu à la direction de l’agriculture à Queen’s Park en 1924, il a occupé plusieurs postes au

puis comme chef de la direction des récoltes, de la coopération et des marchés, et ensuite, chef
de la direction des sociétés d’agriculture et d’horticulture pour enfin devenir sous-ministre adjoint
de l’agriculture.
Il sera toujours connu come un promoteur des championnats de labour. Tout en gérant les
activités reliées au concours provincial, il a joué un rôle de premier plan dans la création du
Canadian Plowing Council et finalement, la World Plowman’s Association. En reconnaissance de
ses efforts, il a été élu le premier président de l’organisation mondiale et a présidé le premier
concours mondial, qui a eu lieu près de Cobourg, en Ontario, en 1953.
Jack Carroll a pris une part active dans les affaires de nombreuses organisations dans sa ville
natale de Brampton, en particulier le conseil d’administration de l’hôpital, de la chambre de
Commerce et celui de la Commission de planification. De lui, on peut dire qu’il était l’un des rares
individus d’un grand esprit civique qui tout au long de sa vie, a donné généreusement de ses
talents au service ce de sa communauté et de son pays.
